The first thing you need to do if you are planning to construct a property in Spain is of course finding a suited plot of land.
When deciding upon a plot there are a lot of practical, legal and personal decisions you have to take into consideration.
The most important matter is to make sure that it is possible to build the type of property you want on the plot.
In Spain the land is divided in different types of categories where it in general is only the urban ground (finca urbana) where you are allowed to build on.
Apart from assuring that it is possible to get a building permission to construct on the plot, you also have to take into consideration any restrictions towards the size, the height, the percentage of the plot you can build on, to make sure that you can build the type of property you are planning, etc.. It can also be recommended to take a look at the town plan (Plan General de Ordenacion Urbana) where you can find the developments planned for the area (i.e. to make sure that it is not possible to build a big block in front of the plot or if there are plans of building a motor way).
There are also some technical issues that can make it either impossible or very expensive to build on a plot i.e. the type of soil, the plot may be too steep or there might be archaeological findings which can paralyse the construction and you will have to make sure that there are connections for water, sewage system, phone and electricity (or take the price for installation into your consideration).

Apart from the legal and technical issues of finding an accurate plot there are also the personal requirements (i.e. location, facilities nearby, views, the neighbourhood) you will have to take into consideration before deciding upon a plot.
When you have decided upon a plot the buying process is much like buying a property where you have to make sure the plot is free of charges, the owner has the right to sell the plot, etc. The first step thereafter will normally be to sign a private contract where you pay down a deposit (about 10%) and at the end you will have to sign the title deed at the public notary.
